The purpose of the Southeast Louisiana (SELA) Urban Flood Control Program is to reduce flood claims under the National Flood Insurance Program in the City of New Orleans and surrounding parishes. This is being accomplished by improving drainage canals and constructing new pumping stations throughout New Orleans. The program was authorized in 1995 by the United States Congress and administered under a project cooperation agreement between the Sewerage and Water Board (S&WB) of New Orleans and the U.S. Army Corps of Engineers (USACE).

The presentation will address the SELA Program in general and the Claiborne Canal Phase I project in particular.

Following the presentation, Mr. Fogarty will lead a tour of the Claiborne Canal Phase I project.  Attendees must provide their own personal protection equipment to participate in the tour (hard hat, vest, steel-toed shoes).



Ron Spooner, PE, Chief of Engineering, Sewerage and Water Board of New Orleans, has over 20 years of experience in civil engineering,  the majority of this experience at the S&WB in various capacities. Mr. Spooner has managed the S&WB’s involvement in the SELA Program since 2006.


 John Fogarty, PE, SELA Resident Engineer, Orleans, USACE is in charge of construction management efforts for all SELA projects in Orleans Parish. With more than 29 years of experience as a Civil Engineer; 12 years of SELA projects, 23 years of CM experience (over 100 Civil Works projects); and 7 years as Administrative Contracting Officer (over $500 Million of contract placement), Mr. Fogarty is extremely knowledgable about the challenges of delivering a large-scale program such as the SELA.
